    The plenary opens with welcome remarks from the Asia-Pacific, North America, and Europe Chairs. This session establishes the core purpose of the Tokyo Plenary: what global stewardship requires of the Trilateral Commission in 2026. It also clarifies which concrete outcomes (statements, notes, mechanisms) this meeting should prioritize to achieve a durable impact.
